Volker bailed on Reagan because he felt that he was expected to play second fiddle to politics. Which Greenspan was willing to do. Now, it is likely that Greenspan committed the same sin as Colin Powell, in that he likely figured he could direct things behind the scenes if he folded in public.

But both of them were wrong.
