Peak tax revenues until recently were in 2000. In the normal course of things, that peak should have been exceeded in 2001, 2003 at the latest. Katrina was well after that.

Yet, it wasn't until 2006 that the peak was exceeded. Most of the factors you cite only affected a small percentage of the economy. The tax cut, and to a larger extent, the deficit spending during those years should have had a large, positive boost if the economy was healthy. That didn't happen.
