SCHIP has a mandated coverage for 2x the poverty level, or $41k for a family of 4. States can ask for a higher cap if their cost of living is high. The figure you quote would be what New York and California are interested in. Because an income of $82k in New York City or Silicon Valley would not be a lot of money for a family of 4. And given the cost of health insurance in those places, it likely isn't affordable. Especially if it isn't offered by their employer, which is a growing trend.
