"The plan is for people making $82k to receive the money." It is being considered. The 3 states in question have not applied for waivers and there is no guarantee they will be granted. Even without new waivers your still talking about over $60k for all states and over $72k for New Jersey. Your aren't talking about the poor. Even if the program doesn't provide complete coverage for free it is heavily subsidized. It doesn't cost beneficiaries $0, but the government pays mosts of the costs. Thats why adding the children of higher income parents isn't free, its going to cost. Bush's plan calls for a 25% increase (I'd probably be against that as well but I haven't really examine it yet) and isn't enough. Also the program has lost its focus on children and is now subsidizing adults as well.
