"Even without new waivers your still talking about over $60k for all states and over $72k for New Jersey." It is $41k for all the states. New Jersey is higher at 3.5x the poverty level. "Even if the program doesn't provide complete coverage for free it is heavily subsidized." How much it is subsidized for higher incomes? Do you know or are you just guessing? "Thats why adding the children of higher income parents isn't free, its going to cost." Most of the money is projected to go to lower income families whose children aren't covered currently. They have identified the reasons why that is true and they are going to attempt to get those kids covered.
