Why was Barcelona launched prior to "fixing it's issues" ?

Its possible to have issues that limit the mhz of the chip without making it non-functional at slower clock speeds. If these issues took longer to fix than was expected, and the company thinks they will still financially benefit from releasing the chip at a slower speed rather than not at all, it makes sense to go ahead and release.
