That doesn't matter. Every State in the Union is sovereign. But they gave up some of their sovereignty when they became States. It is accepted now that States don't have the sovereign right to secede from the Union. So any act to do so would be considered little more than a rebellion and not a lawful act. Just like Virginia in 1861, you could hoop and holler all day long but the guns would have the last say.

We'd advise the State to secede peacefully

Wouldn't matter. The Insurrection Act doesn't require violence. As soon as LA obstructed enforcement of federal law within the State, the Marines would be coming up the Mississippi.
