He's a stubborn guy.

(In fact... although this might be merely my imagination, I think I've been able to actually see him getting more and more riled up and stubborn-sounding in his public statements in recent weeks.)

Possibly he has his own reasons for wanting to run out the clock? (Maybe even partly to spite some of those fellow Senators who have been freezing him out of late? McConnell, etc.)
