Some soldiers may have been pulled out of (or more likely not sent to) Afghanistan to go to Iraq, but that doesn't mean the bulk of them where or that the effort there stopped. It still hasn't stopped.

As for Tora Bora it was in 2001, Iraq was invaded in 2003. Iraq didn't effect the operation.

Saddam never figured into 9/11

Neither did Hitler, a point which isn't much less relevant.
