Dear Tench:

No one is saying that all rebates are bad, but there are many kinds of rebates. Some are legal and some are not. Rebates without any mention of the company's size, sales history, relationship with a competitor of the vendor, any first dollar ties or below the marginal cost of manufacture are generally legal. Rebates with any of those attributes are not.

Intel's rebates have all of those attributes. Thus they are very highly illegal.
