No bid contracts are not unusual. They aren't (and definitely should not be) the way most contract are issued but they have their place, there are good reasons to have them in some situations.

Fascist gov'ts tend to ignore the rights of individuals.

The same with every other type of government, and I'm still waiting for details and evidence of your claim about extensive violations of individuals legal rights because of Bush.
