In many aspects, China is actually lawless, so Chinese have more freedom than the Americans on lots of things, except openly criticize the highest ranking officials and surfing the Internet. Yes, Chinese netizens can criticize the highest ranking officials on the Internet without being jailed (unless they are connected with CIA or other foreign power/intelligence), but most of those post will be deleted by administrators. As for the government filtering Internet, the solution can be easily found, which is using some Proxy server, they are all over on the Internet.
