Germany is very obsessed with fighting inflation, and even though Sarkozy wants ECB to lower rates, I'm quite sure that ECB keeps fighting inflation.

However, the EU market is not homogeneous, due to cultural, language and other barriers, so you have multiple inflations, and it has been a problem before, that the ECB interest rates are like "one size fits all" clothes.
