Sounds like the Boullenger (sp?) bands are contracting. Sign of an impending rapid movement. That alone doesn't indicate which direction.

Options .. buy volatility if prices are low enough. slightly OTM puts and calls at the same time.

Then again .. the market can remain irrational longer that this fool can keep money.
