Unfortunately, this is common practice in DOD.. When a reservist goes on a short tour they'll often cut the orders to one shorter than is required so they don't qualify for any of the same benefits.

I did a 1 year tour in the NGB guard operations center back in the '90s.. They cut my orders to 2 6 month tours of 179, so that I wouldn't be qualified as "Active Duty", even though it was considered "Title 10" (regular active duty) and not Title 32 (Active Duty-Special Work).
