No bid contracts are not unusual. They aren't (and definitely should not be) the way most contract are issued but they have their place, there are good reasons to have them in some situations.


When did Clinton put out no bid contracts? They do exist in gov't but they are very rare, and even more rarely, are they for billions and billions of dollars like under Bush. Why you keep defending the indefensible is beyond me.
