It doesn't matter what was happening in the political infighting in DC. On the ground in Afghanistan there was and is a decent sized American presence. The whole Tora Bora thing where all the liberals now say "we had OBL and let him go", despite the lack of any real evidence to back up such a claim, was over a year before the Iraq invasion, and would not have been affected by Iraq. When Iraq happened the size of the force in Afghanistan was massively reduced.
