I don't think he is blaming Bush for the job loss. What he is blaming him for is the slow rate of job creation. And the administration attempting to whitewash it.

As he points out, there was a tax hike and the deficit was reduced. So there was a lot less money being pumped into the economy than has happened with Bush. And despite pouring $5 trillion plus into the economy over the past few years, job creation still lags.
