Emeryville-based Neurobiological Technologies (NASDAQ: NTII - News) is developing the drug viprinex, made from Malayan pit viper venom, to treat ischemic stroke. The company, led by CEO Paul Freiman, said it will appeal the decision and should be able to meet the Nasdaq requirement after completing a public offering of up to $65 million of its stock. The company registered with regulators for the offering on Aug. 13, and hopes to close the sale this month. Bernard
