As I understand the process as it's done in my county, it's a valuation approach based on overall fair market value. If the attic space somehow adds to the value, I guess it'd be included. We redid the basement and turned 1450 sf of storage/utility space into liveable space. My assessment went up accordingly. If you have an unfinished and unheated attic space, it likely doesn't add any incremental value to the house.
