Iraq was in anarchy at the time the Senate gave President Bush the authority to liberate the people of Iraq. The leadership was nominally in control of a system designed to destroy people to intimidate others from seeking freedom. The leaders recognised that freeing all of the criminals would increase the anarchy to allow them to escape.

So if you spend a dollar because you fear that I might ask to borrow it, and I responsible for your behavior?
