my understanding of law as a lay person is that it's there to tell you what you can't do but you're on your own to decide what you can (want to) do. so it becomes an optimization of what you want to do (+), the cost if you get caught(-). it seems to me that the larger your legal dept, the closer you get to the line because that's what they're paid for. to push the line as much as "legally" possible. but there is also a conflict because they're employees too so what the management wants to do sometimes drives what the legal dept "thinks" is legal. people want to tell their boss what they think the boss wants to hear. if the information you have conflicts with the bosses wishes one has a difficult choice to make. so to recap i think a large legal dept actually indicates that not everything you do is kosher but you think you can get away with it.
