You're just talking repackaged socialism.

Efforts made by "society" to encourage personal responsibility are often pooh-poohed by the left in this country who tend to, or believe they, benefit from paternalistic programs that make people dependent on government, and by extension, the elected officials who keep the funds flowing.

There will always be a bottom tier of people who need the safety net and who will never be able to make much of a contribution.

But heaven forbid that we place heavy expectations on the rest for fear they might actually succeed beyond the need for the Hillarys of this world.
