They'll get in a big fight over it, as always. There is a hadith that reports how Mohammad would watch for the change of the moon and when he could verify it, that was the end of the lunar month and the celebration could start the next day. So they will wait until tonight to make the announcement about the change of lunar months.

Some of the people insist that you have to visually eyeball the change of months. Others agree to use instruments or satelite technology to determine the change of months. In some places, if its a cloudy night, they try to get confirmation from someone they trust in another location where it's not cloudy. But there are time zones and such so some times people miscommunicate and whole regions start celebrating on different days, then they fight over who's fault that was that some people got the wrong day.

By the way, Mohammad also told everyone to go to the ends of the Earth if necessary to learn and educate themselves. That should help to guide some people who insist on obsolete traditions with their acceptance of modern technology and information but some people are real stubborn. Astrologists can tell us for the next thousand years and beyond when the lunar months will change.
