Maybe the game in Japan is centered around controlling the ability of competitors to cannibalize current 3g revenues. If 3g delivers the same capabilities and one controls 4g spectrum, why dilute one's profit generating potential with non essential spending on WiMAX.

Obviously, such a strategy wouldn't be applicable to Willcom (Carlyle) who may likely only be in the game to create havoc for the incumbents so that, one of them decides to squash the bug through a takeout offer. Then there are those enduring and lingering Intel issues.
