The intent was there to borrow shares but none could be located. Seems to me we need to find a way to make shorting less burdensome.

Yea, that is the answer Jeff. I am especially amused at how you can excuse fraud by saying they should be able to do what they want unrestricted.

You know, I want to buy Google at $300.00/share, why can't my broker just ... create the shares to sell me to meet my desires.

Jeff, I walked into my local bank the other day. I needed a few bucks so I went and and asked for a loan. They decided not to give it to me so I stuck up the bank and took the money. when the judge asked me about it I told him I went in with the intention of borrowing the money illegally so you must let me go. Amazingly - he did! Obviously he had talked to you before making the decision and decided it was okay to break the law as long as you start with good intentions.

you see how stupid that sounds!
