How do you feel about politicians who apposed integration and the 1964 civil rights act?

Tom Sowell, among others, makes the case that blacks were making better progress toward the middle class in the decades prior than in the decades after. I have limited personal anecdotal experience that supports that contention.

It seems common to confuse morally intuited intent with actual results.
