The world could get strange enough for that to make sense. Wouldn't happen overnight or in our lifetimes, but a hostile Europe, a few nuclear incidents, a couple of biological attacks..... A bunker mentality could very well ensue. Geographically it's plausible.

It's nice to assume man's evolution, but we are not that far removed from the tribe that first domesticated wheat and cows. Our entire history as a species is not one long glorious march toward freedom and enlightenment. Right this minute we have North Korea, Zimbabwe, etc. Nazi Germany, the USSR, Mao's China were 10 minutes ago for all practical purposes. I don't dwell on stuff like this but I am aware that we are pretty much always 'one drink away', metaphorically speaking.

The funny thing is that we are just prosperous enough to have the time and inclination to really screw things up. Similar to the 'three generations of immigrants' path from rags to riches and back again. Were we more consumed with basic needs we would have less time to explore self destructive paths and fanciful ideas.

Another example of that would be swimming. One of the goals of pushing swimmers up and down the pool relentlessly is to exhaust them to the point that their stroke 'smooths out'. The theory is that at some point you no longer have the energy to make all the odd and quirky motions that don't contribute to going fast efficiently. That actually does work.
