You, yourself, might make an effort to learn something about what you think you are talking about, and actually read something written by the Dalai Lama, or actually listen to one of his lectures. He's pretty much the exact opposite of what you accuse him of being, and pretty much everybody knows that, which is why I say you are having your little joke.

You might find this interesting, his comments on the importance of modern education in Tibet. He advises Tibetans living in Tibet to try to maintain their unique culture but at the same time adapt to the modern world, learn science, law, economics, environmentalism, that some should learn Chinese and go to Chinese schools. He's a very practical man, trying to teach people things that will help them live without suffering in the modern world. Not just his people, not just Tibetans, not just Buddhists. You don't have to be a Buddhist, or even interested in becoming a Buddhist, to learn from the Dalai Lama. He's very cool, extremely wise, and funny.
