If you want a President to blame, look at Clinton. His 8 years of draconian cuts of 34-38% in military strength (depending on the service) left us unprepared for war. Nicely said UW. I would add that the intensive application of political correctness in all levels of government did not help. Between the two clintons, their top staff and the cabinet levels, a "touchy feely" (sic) work atmosphere was more important than getting the job done. They hammered the DOD into an indecisive organization. It's all about "feel good" today and an endless increase in the number of grades, ranks in the DOD and its component organizations.
