He needs to make this a little clearer. Get two congressmen strapped on a seesaw, balance them out, place a large tub of 100 deg C cooking oil under each one, point out that they both weigh 200 lbs, and ask which one is willing to take an extra 10 lbs (5%) on his side?

I suspect the braindead rightwinger will even figure out that this is not good, although he'll blather nonsense about 5% human carbon addition to the total carbon cycle as being no big deal.
