You'll never be able to raise taxes in a way that makes the vast majority conscious about how much government wastes their tax dollars. The poor are a small minority, and frankly don't have much of a voice in public affairs anyway. It's basic human nature, if profligate spending doesn't cost people anything they don't care. Take it out of their paycheck and they will start to elect frugal politicians. If you don't enforce a speeding law, people speed. Give out some tickets and they slow down. It's common sense.
