Margin requirements under Regulation T are under the purview of the Board of Governors of the Federal Reserve System. Personally, I think an increase -- to, say, 75% is long overdue. I guess the Board is reluctant to fiddle with Reg T because changes annoy the brokers and the customers, and when they pull the trigger on this one it will have a major effect. It must be done after a run-up, like now would be good. After a drop it would cause real distress, and possibly set off a crash.

The Federal Open Market Committee (which met yesterday) consists of the 7 BoG members, and five FedResBank presidents, always including the President of the New York Bank which is the Systems main trader. They have no direct authority over margin.
