5-year-old expelled The Kanawha County schools expelled kindergartner Mercades Harper, 5, for one year for cutting a boy's lip with a pair of scissors. She drew no blood and no medical treatment was necessary. Thank God West Virginia did away with the death penalty 40 years ago. The parents are appealing. Why?
