re: Depends on what you mean by "they could". It would probably be politically impossible. I for one wouldn't support it, and I imagine very few would. But its physically, fiscally, constitutionally, and legally possible. OK then lets get back to discussing reality not wild speculation that is so improbable that its virtually impossible.
