Judge proposes dropping Nokia probe into Qualcomm

WASHINGTON – An administrative law judge has recommended dropping a federal investigation into a complaint by Finnish cell phone maker Nokia that Qualcomm infringed on a wireless chip patent, Qualcomm said Friday.
The action reported by San Diego-based Qualcomm on its Web site could not be immediately confirmed by the U.S. International Trade Commission, which has 30 days to decide whether to accept its judge's recommendation.

Nokia filed the complaint in August, asking the ITC to halt U.S. imports of phones containing the chips that it says infringe on patents related to performance, size and energy efficiency of wireless devices.
The dispute is one of almost a dozen between Qualcomm and Nokia in whatultimately boils down to a battle over how much Nokia should pay Qualcommfor technology that enables 3G, or third generation, cell phones with fastInternet access.

A cross-licensing deal between the companies expired in April, and theyhave been trying to come to terms over how much each company should pay for the other's patented technology.
