so they vote party line, vote, after vote, after, vote.

That's a flaw we have in our system.. Although theoretically we elect a representative to send to parliament to look out for our needs... they are basically obligated to vote the party line or risk being tossed out of the party.. Few survive long as independents. When you hear that we are having a free vote that means the Prime Minister has released the members from this obligation and they can freely vote their conscience or constituents' wishes with no recriminations. The last time as I recall the then PM released the backbenchers (representatives with no portfolio) but not his cabinet Ministers from this duty..
Ministers have one or more portfolios like revenue, forestry, education etc...
