They already have a $2000 homeowner subsidy - but the only available system uses the less efficient chips. It's the silicon cost that's the issue - this has nothing to do with D's and R's no matter how much you want that to be true. China and other countries are all free to use the technology - yet no one has done it - because it's not yet economically feasible - but soon.
