its not a big deal and everybody does it in brazil. It is only applicable in brazil. Since cisco is in no way unique maybe the government is trying to make a statement. You ship your products to another company and they import it into brazil. Similar to a freight forwarder. The reason to do this is not just to avoid duties it is also to avoid the hassle of moving goods in and out of brazil- let this other company handle it. Its just like many things in business, nobody really thinks about it, it has worked this way forever and then one day somebody starts calling it fraud. Now every company is going to have to rework Brazil, but no big deal its only Brazil.
