well where I am which is an urban area the tap water doesn't smell too good, and has "hard" characteristics meaning it spots the glasses. So drinking bottled water is preferred. But that wasn't really the point, my point was that in the schools I remember years ago that offered milk and water.... the water was from the tap or fountain. That meant a kid that wanted water had to go to the drinking fountain and didn't get that little square box that the other kids got! Its all the packaging. If water is an option, and I would like it to be, put it in a portable box or some appealing alternative not just the water fountain.

Seriously, I remember milk as a kid... I never liked it, never really wanted it and it was PUSHED on kids in schools. There was no other option, then. Why is this preferable? Anybody can give their kid milk at home if they want.
