i believe at all levels china does not believe it can effectively influence any other nation in any permanent way as long as a substantial number of locals do not wish to be influenced, and so chinese not keen on intervention in most cases unless a dire national imperative calls for intervention
when china did intervene, it did so invariably in a big and committed way over as-long-as-it-takes elapsed time, until immediate objectives reached, even if such undertaking requires 55 years, in the case of n.korea, and 35+ years in the matter of indo-china, and then stop, and stop fast
intervention is against nature, only to be used in response to other intervention
intervention generally brings on the worst of all unintended possible consequences, whether immediately or at a later date
