American Indians lacked a critical trigger for technological development. They didn't have whiskey.

Without that, they didn't have the distillation process, where smart cookies could begin to wonder about harnessing the energy of steam. Where that knowledge would lead to an understanding of vacuum, then pumps that could keep coal and iron mines in proximity workable.

More seriously, Sowell's ....and Cultures trilogy has some fascinating observations and conjecture about the subject around the world.
