While true, the vast majority of our state taxes goes to other areas besides disaster response.

The key is mobilization and communication, not more money.

Experience helps too. I think one reason why Katrina was such a mess was because New Orleans never saw something like it in a very long time. Contrast this with California, where wildfires pop up all the time.
