Well I'm not so sure a balanced budget amendment is a good idea. I don't consider deficits to be the main problem, too much spending is the main problem. In fact, even though I do think deficits have often been a bit too high, and too persistent, running a deficit for the short term can actually be a very good policy.

I like suggestion #2. Unfortunately not only is it hard to achieve, its also hard to maintain once you achieve it.
