You can have one payment system without having government-provided, universal health care.

(Just a reminder... the government doesn't "provide" the health care under single payer, they handle the payment system).

Difficult to accomplish when you have 50 states all with different regulations. I haven't heard it proposed but yes it would be an incremental improvement.

You don't have to throw out the baby with the bathwater.

"The baby" in this case is the health insurance companies. Does anybody really believe they are doing a good job? Paying adjuster commissions based on declined claims? Denying insurance for people with pre-existing conditions? I say throw them out with the bathwater.
