Increasing the program to a few rather than the many indicates a philosophical predisposition against the program entirely. I know it's hard to imagine Bush has a philosophical anything, but it plays better than saying prejudice. You neocons just want the money for yourselves; nothing is to be left for the next generation (except the bills, of course). wg
