I think the government should require that anyone who *wants* to buy health insurance MUST be able to regardless of their medical condition, and NOT at an exorbitant price..

Does car insurance work the same way? I'd like to ensure the car I wrecked a few years back. I could use the couple of grand pre-crash value to pay some bills.

You aren't asking for insurance, your asking for charity. Well nox exactly charity, but it would be charity if it was voluntary.
