Sure encourages the use of the death penalty. Particularly when large amounts of money can be made by those deciding to do it.

Jacques Chitte mentioned Niven's series of short stories in which organs from executed criminals are used for transplants. They reached the point where speeding, running a red light, or not taking prescribed psychiatric meds got a death penalty.
