The chief proponent of oil having an abiotic origin that everyone knows about in the English speaking world is Thomas Gold, but the Soviets developed their theories isolated from Gold's research. In fact there is some dispute that he got his ideas from their research, but I doubt that. Thomas Gold was a true wild idea thinker, he used other people's ideas in order to debunk them.

The Soviets did their research largely during the height of the cold war, in the sixties. They've been exploring and finding oil at depths that US geologists would say can't possibly exist for many years. Their research and methods have pretty much remained unknown in the west.
