No, you're wrong here mike. Abu Mazen has to care; the PLO has spent 40 years promising all the refugees that they will get to go back to Jaffa and Haifa. Remember, at Taba the two sides had actually agreed on Jerusalem and borders. Then Arafat broke the deal over "right of return".
